Orochimaru does have sage mode they said it
But he just doesn't have a good enough body to harness all it's power
I think if he would've never been changing bodies and never done the expirmenting then he would've been fine and able to use sage mode with his original body (granted not as powerful as he is)
But it's clear we prob will never get to c orochimaru's original body cuz off the jump orochimaru in beginning of series was always somebody else lml... And then modified it to look like his original body

So to answer does he have sage mode yes

Kabuto's was not perfected. The less physical change means the more perfect. Kabuto was half dragon.
