Does only anime do this?

Maybe I haven't seen enough films or TV shows, but why is anime the only place where you see - for lack of a better phrase - bizarre habits or characteristics? I mean, I've seen characters with strange eyebrows, an affinity for a certain food, some oversized body part like a nose, but I can't recall once seeing a TV or movie character that had strange quirks like this that kept popping up every once in a while.

Its a common anime artist practice. It draws attention to a certain character, but more than just anime uses this practice.

...Well okay, live-action shows and movies, then. lol

Yeah, but the way anime does, though? Every fictional character has something that makes people like them, but I've never seen anything outside of anime direct it all towards something so specific.

I guess some western parodies feature this as comedy, and 80s action films made sure the main male character was a bodybuilder so they pop out in every scene. So no, maybe not any strange anime cliches but other western entertainment cliches are common. Also this may not be physical but still, some chars have a unique mental status.
