Does Naruto only have half of kyubis power (theory)

Well i think Naruto has the full kyubis power, minato only sealed half of the chakra (Naruto was a baby so he wouldnt we able to contain all the chakra at that time) so maybe as he got older the nine tails got the chakra back as to shinobi when they use there chakra. Its not as if he sealed half his mind which wouldnt be possible.
