He could still perceive his movements. Raikage knew this and capitalized on Sasuke casting Amaterasu and maneuver around Sasuke while he was preoccupied with using Amaterasu. If Raikage was so fast that he could straight-up blitz Sasuke without reaction, then he would've just blitzed forward as he did against Minato and KCM Naruto instead of fighting with caution.

His Enton Shield was done with such great timing that it's difficult for me to believe that he couldn't process Raikage's speed at all. I think you're missing the reason why Sasuke had Susanoo up in the first place.. Sasuke eyes could follow Raikage but his body couldn't react in time, meaning without Susanoo, Sasuke dies.

What are you on about ? He had a counter to everyone of Raikage's moves which means he could perfectly read Raikage's movements. The only reason Raikage escaped from Amaterasu was because Sasuke had no intel on his speed feats as well as being inexperienced with using MS.

No he didn't. Otherwise itachi wouldn't have been able to land a hit on kcm naruto. Raikage raised his speed just to keep up with Sasuke's eyes.
