Does Meteorite Justu Require Rinnegan ?

For now there is no conclusive answer couz:
1.) When Madara used this jutsu, his eyes were at the rinnengan stage. He also had Susanno active as well.
2.) Couz Shikaku (Shikamaru's father) when he heard of the jutsu said: 'it has to be Madara's jutsu'. Shikaku knew that the jutsu was done by Madara & how? probably couz it is in record books as what Madara does in his battles.
3.) After using the jutsu, Madara said: 'this is a view i haven't enjoyed in a long time'.
Madara was too old to fight by the time he obtained a rinnengan, so the 'long time' he spoke of must be when he had only EMS. So I go for the meteorite jutsu being an EMS jutsu.
