Does Madara possess Kaguya's techniques?

No, something to do with not having enough chakra I believe it said in the Databook. I am unsure, but he definitely doesn't have it.

Nope, he can't use her Sharinnegan techniques other than IT.

I guess it's because IT might be its basic jutsu to restore chakra and allow the use of its other techniques. That's a maybe though/pure speculation.

Regardless, it's supposed to be unique only to her.

His Rinne-Sharingan only allows him to use IT other than that it pretty much just acts as an extra eye with the Abilities of a Standard Sharingan.

The databook already stated that the Bones were a Kekkai Moura (so he can't have it) and Ameno (Dimension Shifting) takes a ridiculous amount of chakra, something that Madara doesn't have.

He can use Infinite Tsukyomi, which by feats is strongest technique in the Rinne Sharingan. Sakura can supply Obito enough Chakra to open a portal technique, Madara has infinite more Chakra than her, so he can use that as well. The only thing he can't do, is altering the environment of the dimensions, as it requires more Chakra than the Juubi. But, like Kaguya, he can always absorb from the IT to do so.

Yes, he can use every Rinne Sharingan Jutsu.

He should be able to use the dimension-based attacks, but the bone-style is a kekkei-genkai; one he was not born with. He wouldn't have the same internal body structure that the Kaguya clan has.
