Does Kirin Need Prep?

Not all clouds can create lightning. Why else would he ever need to prep? The cycle of rain only means there will be a cloudless day like twice a month.

He needs the storm which is created with his Katon prep. Otherwise, he must create Kirin with standard Raiton chakra.

You look stupid just by debating something that the manga proves. There is absence of evidence that he could use it without clouds, he never used it, so we don't know. The abscence of evidence is clear, he never used it vs team 7, therefore we don't know if he can use it without clouds, because it never came to that point.

Genuinly curious as to how you think this would go down. It'd just be Kakashi's chidori wolf but a dragon or something? It wouldn't have the speed bonus since it's not natural lightening and he can't get his chakra up in the clouds?
