dam son you got alot to learn.sasuke can only do chidori because of his sharingan just like kakashi can.he only dodge raikage's punch because of his sharingan's ability tp predict movements.basically the sharingan helps sasuke alot.being fast means nothing if you dont have the eyes to see where you are going when your moving at fast speeds.and if you cant see when your moving that fast,you are not going to be able to see your opponet if he is about to counter attack.just like minato told kid kakashi.
