In the recent Itachi Uchiha Fillers, Shisui stated he was nothing compared to Kagami Uchiha who must have been really feared because even Shisui made Kirigakure Flee upon realizing his MS. Danzo & Hiruzen are the only known ninja from that attack along with the 2nd.

The answer is we don't know if Kagami possess MS and we most likely will never know.Also, dialogue from non-canon entities like naruto fillers are meaningless
