The SO6P was able to use "creation of all things" which izanagi was based off and its assumed he suffered no side-effect from using it.

I would imagine that because the sharingan is a weaker mutation, it can use it but at the cost of its light, but maybe the rinnegan doesn't suffer from that?

If not, I would assume the user would have to have a double rinnegan with a extremely powerful life force, hence possibly why Jin Madara couldn't spam it because he wasn't Uzumaki, or why Nagato couldn't because he wasn't the original owner.

Creation of all things was only possible when Hagoromo hosted the Juubi. I don't think a normal pair of rinnegan are capable of it. So I would assume for Izanagi to work, they would still have to sacrifice their eye.

No one can answer that. But i think its a no.

Obito said it does!
No he didn't. he said Hagoromo used his mastery over Yin and Yang to perform Creation of All Things, and that Izanagi is based off that principle. Izanagi is solely a Sharingan technique.

Nope. He used Creation of all Things when he created the Bijuu, after he extracted and split the Juubi's chakra into 9 pieces. He could do that because he was a master of Yin and Yang, not just because he had a Rinnegan.
