Does Itachi's Tsukuyomi work on Madara?

Nope, Itachi has stated that only a Uchiha can break Tsukuyomi and a 3Tomoe Sasuke was able to break it and Madara definetly can break it especially since he has a better pair of eyes.

A 3-tomoe Sasuke with less ability in genjutsu was able to brake out of it (imo pure plot no jutsu). Madara who even possesses the EMS should obviously be able to do the same.

It should still work on him. It probably won't be enough to 'break' Madara's will. But the genjutsu will still work.
