EMS also unlocks 4th kaleidoscope technique, and from the looks of Sasukes Susanoo, also upgrades the previous ones. So no, Itachi dont have EMS, he just cant go blind.

I would imagine he does in a sense that I'm pretty sure he can't go blind from over using them. But he doesn't have the actual EMS in the sense that he only has the power of one set of eyes.

Itachi cannot get blind due to him being a edo, but does not posses the eternal mangekyou sharingan.
