Does Itachi control Totsuka?

I know he owns it, but does he actually control it. What I mean is that does he have the ability to release people from the sealing dimension if he wished? i.e of he wanted to could he let nagato and Oro back out?

Well it's said they are trapped in a genjutsu-created world for all eternity, so I don't think he controls it, as in the ability to let them out. Think it's just an eternal seal which cannot be broken.

wouldn't it have been beter if itatchi went and captured everyone and then went off and killed kabuto, allowing itatchi to live and protect the village of konoha forever?

If he could kabuto would have had him release orochimaru, even if it was just to absorb him entirely.
