It was never a different jutsu. Mangapanda stuffed up the first time when they called it the Hyakugou seal. I think it was supposed to be the Byakugou seal from the beginning.

Tsunade has Byakugou no jutsu.
Sakura has Byakugou SEAL.

Tsunade's jutsu is translated " Strength of a hundred"
Sakura's seal is translated " White strength seal "
