It depends if IT is being activated and they look at the moon. Basically the way that the SA got put under is the same way that Summonings and animals should be affected

Didn't you see it affecting the cats. Though I believe Mount Myouboku isn't affected. It's almost like another dimension as well. Notice Sasuke's hawk wasn't affected.

It has nothing to do with looking at the moon. People indoors were affected as well. It has to do with the moons light touching you.

I thought it was something to do with seeing the moon and having its light reflect upon/in your eyes or am I just seeing things wrong here

They should be fine if mt myoko is in another dimension sasuke's hawk is ok because it was summoned in kaguya's dimension.

Rinne hawk isn't affected because he probably wasn't hit by the moonlight. It's not about seeing the moon, it's about the moonlight shining onto you. Cheers.
