Pretty sure Hiruzen is superior to the Sannin in taijutsu.

He has already shown to be superior to Orochimaru, Edo Hashirama, and Edo Tobirama in taijutsu.

Im not sure if we can bring SM jiraiya into this, as he has Ma and Pa on his shoulders as partners who feed him sage chakra and give him assistance when necessary. But I believe that base Jiraiya would not be able to go toe to toe by what we have seen with orochimaru vs Hiruzen.
