I think he might. I think it's just rare for a dragon to have Dragon force, because I think they need to consume the power of another Dragon Slayer, or maybe something related to the type of dragon slayer they are. I'm not sure though.

Natsu was only able to use Dragon Force when he ate the concentrated magic from Jellal, I believe.

Gajeel has never shown Dragon Force but he should be able to use it if the circumstances are right for him, whatever they may be.

Edit: Him covering himself with metal is different than Dragon Force. Natsu can cover himself with fire but that isn't Dragon Force.

No, i wouldn't consider Natsu having it either.
He acquired it by consuming Etherion and magic from Jellal.

Natsu managed to pull it off because he ate Etherion.
Gazille looks a bit scaly but i don't think that it's Dragon Force.

Every dragonslayer has the potential to use dragon force. But to use it at free will probably not yet.

That's not DF. That's a technique that allows Gajeel to cover himself in iron scales.

Natsu has only been able to use DF through eating an extremely powerful source of magic.
