Does FTG count as speed?

No it does not count as footspeed but FTG users need top-tier reflexes to use it to the best of its ability. If Minato reacted any slower Ay would have plowed through him

I mean, you can say it isn't speed all you want, and under the definition of it that may be true, but when you get FTG blitzed what will be going through your head? Nothing probably. You were killed before a thought could cross your mind.

According to Masashi Kishimoto, it does. Otherwise Minato would not be the fastest to exist in his series.
