Does FRS only explode if it hits something too hard to cut?

I'm only talking about Naruto who can throw FRS so SM Naruto and above but before he gains Hagoromo's powers.

Another way to rephrase the question is whether Naruto can manually control its explosion at will.

Initially it was random but later on naruto was shown to have better control(particularly in 'The Last' movie)

An example was when it was employed against human path pain it cut without a problem but still exploded

I don't think it was ever stated in the manga but from his fight with Pain, it seems it explodes at will.I've always imagined the mechanism behind it us similar to what deidara does

It's said that SM Naruto is able to stabilize the rasenshuriken enough to throw it. This tells me that in base mode, the rasenshuriken would begin to destabilize and explode immediately after leaving his body. In sage mode, it stays stable for a longer amount of time, but would still begin to destabilize and explode. i think this is why it explodes after he throws it in sage mode. Thus, he could probably control when it explodes by choosing how stable he wants it to be when he creates it; the more stable it is the later it explodes.
