Does every Rinnegan user have the same ability?

I have heard this several times before, that every Rinnegan user has the same abilites, if this is true why didn't Madara use shinra tensei to get Gai away from him, also why didn't Rinnegan Madara when he was against the 5 kage just use CT? Tell me your thoughts guys cause I am kinda confused...

I believe they do, but depending on if they were originally their's or not, that could be a factor on what techniques they could utulize. Also experience is key.

I was under the impression that the 6 Paths were the Rinnegan's abilities. PLUS there has only been 1 pair of Rinnegan being used this whole time, so the abilities should be the same.

My personal belief is that once you become juubi jinchuuriki your abilities are limited to within a set of moves which are beginning to mimic the sages powers but even tho they may be basic on that level...they are a realm above what non Demi God Shinobi can accomplish so there is normally no use for those powers especially when they are only a fraction of a greater power

Well, if they all had the same abilities, the manga and eye would be pretty dull. Madara (exclude S06P) is the one that I believe has the most knowledge on it so he would logically have more techs than others with it.

What have been shown is that it needs a Susanoo, which means EMS is enough.
