Yes. He can.

Madara does not seem to have access to all Rinnegan abilities, or any proficiency in them.

Nagato on the other hand is highly versed in the abilities of The Rinnegan.

They can beat each other IMO. But Madara overwhelms Nagato more often than Nagato wins it. While Madara doesn't have all Rinnegan techniques, he has a huge arsenal besides it. Nagato only possesses Rinnegan techniques, something that puts him at a disadvantage against Madara.

I WILL put him slightly above EMS Madara and POSSIBLY equal to Hashirama, but as of RINNEGAN Madara, HELLZ NO!!! It's just not going to happen. The fight won't be a rapefest or anything like that, but Rinnegan Madara should beat Prime Nagato at best mid-difficulty. POSSIBLY High-difficulty. Either way, Nagato isn't winning.

Well, if Perfect Susano'o can tank Deva Path jutsus and Madara has sealing techs then maybe but I can see this fight going on for quite awhile. Now if Madara can't seal and Nagato uses Uzumaki sealing techs on Madara, Madara loses.
