Well yes it does, If you have crap chakra control then you'll waste alot more chakra compared to someone with good chakra control using the same Jutsu.
Sakura isn't all that op, so yeah...

It matters in case of Sakura is better than everyone else at it. And because of that her techniques are complimented by it. 95% of NV could never dream of getting a byakugou seal.

95% of NV could never dream of simultaneously healing hundreds of thousands of people who has many different types of injuries all at one time. 95% of NV probably couldnt use CES (said only tsunade could use her techniques by jiraya n they could not be copied but sakura did it)

I wait for the day when I can post my I told you so thread i've been working on when Sakura skips over ppls favs I will laugh because they all chose to be ignorant.

Good control usually helps balance a good minimum of stamina and little amount of chakra to use an effective Justu.

Sakura just has sh*t Justus

Her jutsu are pretty good if you ask me, notice how she has a few techniques but they are all high level.
