Capitalism in theory works best when there are no barriers, no ceilings or floors , no subsidy , no minimum wage rate etc. According to the theory, if no governmental interference is there and the market and the Central Bank operate on the principals of Capitalism would ensure that all the people gain the maximum they can. Theoretically that is.
But no government would allow mimum wage rate to fall into abyss, no government would impose no tax , no government would remove all barriers and no government would let its domestic market die. Even in short term. The political pressure would be too much. Hence we often see a mix of socialism and capitalism. So capitalism would more where the government is less socialistic. However being less socialistic also has costs and thus no government can truly be capitalistic .
