According to the 4th Databook, Sakura in base mode is stronger than Naruto in Base mode. In terms of strength Sakura is stronger. I will see if I can find a comparison in strength for Byakugou Sakura and Sage Mode Naruto.

The thing is, SM Naruto most impressive strength feats are lifting heavy stuff:
