I think that's how it goes. I think there's a ten year gap from the massacre to when he join the akatsuki as Tobi.

So he was like 12 going on 13 years old then.
He met Nagato at 13 going to 14, fought Minato around that same age too.

Itachi was 5 at the time of the attack and was squad captain and an anbu by the time he was 13.
He would've recruited Nagato before the massacre because Orochimaru was already a member of Akatsuki when Itachi joined.

Let's see Obito and Kakashi are the same age. And Itachi was 18 during part 1. While Kakashi was 8 year's or so older than Itachi. If Itachi was 5 during the attack Kakashi/Obito was 13 during the kyuubi attack.

The massacre Itachi was 13 which made Obito 20/21. So Obito probably recruited Nagato at 12/13 depending on how long it took.
