Obito meant when he said this, second panel:

At first I thought it would mean the same thing as this:

But then I realised

Sasuke would need a Rinnegan to control the Mazou the way Obito did, does that mean Obito was going to implant the Rinnegan into Sasuke's head?

What are other possibilities?

A tad late, but it is unclear whether the Nazi requires the Rinnegan...could be just that Hashirama DNA....they didn't use anything Rinnegan related other than the summoning. But considering Obito took one eye, he may have given the other to Sasuke....then again since Sasuke had the EMS all they may have needed to do was give him Hashirama's DNA to evolve the Sharingan.

Also not how Obito, and Madara TOGETHER are controlling the Juubi. It could mean that he had changed the plans to bring Madara back (because of Nagato's betrayal) and instead was going to manipulate Sasuke into helping him control the Juubi.
