Does anyone get the feeling that Tobirama is evil?

That would be crazy.

It is not a very good or convincing reason......shinobis are often guided by hatred, they often define their nindo by hatred, revenge.....which may have nothing to do with any other matter.....if an uchiha is filled with hatred, does that mean he wouod mindlessly start attacking the innocent people of the village?? He may lose someone he loved, that is his personal loss, he will be traumatised, gain new powers and avenge that person's death but that doesn't mean he will kill people who had nothing to do with it...so why did tobirama restrict the uchihas for the sake of the village?

No he's not, thats why he still gave the role to Uchiha clan to play when he's in control. His strategy is to calculate how well uchihas are organised. If he's really evil, the uchiha genocide had happened during his regime.

i not up to key with all events but the uzumakis distroyed was it Tobirama as well to get rid both powers of great strenght?
i know uzumakis destroyed in a war and was due to the fear of there power of sealing. but way Tobirama acts wouldnt put past him to have got rid anyone in his way.

I don't think he's evil but I do believe after reading the newest chapter he's the type that puts the village first before and would make sure of that by any means necessary much like Danzo's mind set but a little less sinister and under handed.
