i think the staff in obito's hand is because he is absorbing madara's so6p mode ( the bijjus and gedo statue ). look at the right hand of obito which is stabbing madara.

the staff is not being created due to kurama.
if kurama was the reason for staff to appear then even naruto and minato would have the rikudo's staff.

I think Obito planned to get next to Madara to touch juubi's chakra , to be able to manipulate the black liquid/material called black zetsu into a sage's staff.

I think that Obito needs a contact with juubi's chakra to use that jutsu.
Can he extract some of juubi's chakra from Madara's body?.
