I think the reason people bash Lee is because Gai took all of his shine in Part II, Lee hasn't done anything relevant since the Sasuke retrieval arc.
Tsunade and Chojuro actually suck though.

Of course, Sasuke is stronger, but Choujuro is no fodder. Hes only 16, yet hes already member of elite organisation. He cut down black Zetsu like he was nothing. Hes fast, and his sword is also no joke. Overall, hes pretty strong.
