It's got everything.
A believably complex political fantasy world.
A fascinating story drenched in mystery and darkness.
Heartwrenching moments such as the classic bridge scene, or any of the sad character backstories (Gaara's for example), etc.
truly terrifying villains such as Orochimaru who are not only sick and twisted but also have layers to them which makes their interactions with the protagonists all the more tense and interesting.
A great cast of characters that are easy to fall in love with and become fans of (save for Sakura maybe)
a perfect art style that really exaggerates intense facial expressions in the most effective ways possible, from the look of intense horror on Tsunade's face as she stares at Dan's blood on her hands in the rain, to the twisted grin of Gaara as he mercilessly attacks his victims with sand, to the stagnant glare of Orochimaru in the forest of death, imo Kishimoto's art was the most effective in the category.
and lastly a story with great plot progression that never seems too random or silly, making it way easier to take seriously than what its often compared to imo. Part 1 perfectly illustrated and dark and brutal fantasy world filled with insanity and corruption, and characters that were relatable and solid enough to take seriously despite them being magical ninjas.
I just find it incomparable to what others claim to be the goat. I've already seen all there is to see in anime for the most part except for stuff like Steins;gate, and so far part 1 Naruto had by far the most mystique and memorability. The manga in particular and certain episodes of the anime.
