Does anybody know why Juubito hasn't been announced for Revolution?

Seriously, what is the deal?!!! This game clearly has to go through the fight with 10 tails jinchuuriki Obito! I mean seriously! Who else would be the last boss for the story mode in a game centered around the 10 tails revival arc (unless it goes into the infinite tsukuyomi arc which I highly doubt)?

This is why it stands to reason that 10 tails Obito should be playable! However, there has not been one mention of him thus far or even the shinju in tree form for that matter!
