i feel like Donquixote Doflamingo is in a mafia, and being Shichibukai, kept him from going to jail.

Yes that's pretty much how it is! He is the King of the Underworld!

And to top that off, he plays with s House of Cards theme!

He places as the rarest card and the wild card AKA The Joker.

Then his top four subordinates are the Ace of Spades, Hearts, Diamonds, snd Clubs (that's even likely in order of strength).

So he has a mob mentality and a poker like theme....it works nicely! The only other person who might challenge him would be the Supernova Capone Berge (spelling off probably even Berge is wrong)! due to his mob boss look, it may be that he's actually more of a Mafia theme where Doflamingo is a Card Deck/Poker theme

Yes, Doflamingo is the king of the underworld. Don't mess with him. Although, Trafalgar Law & Monkey D Luffy are...hmm, there not gonna get away that easily.
