Just because it's water doesn't mean it automatically overcomes Gaara's sand.


Gaara's sand has chakra infused into it. To a certain extent I'm sure Gaara can resist water. It's not like Gaara would lose automatically to anyone on a rainy day...

You need to have a high enough level of mastery in order to beat Gaara's sand. The 2nd Mizukage for example could change the properties of his water to resemble thick oil. It was able to seep into Gaara's sand and clump it up.
