yeah thats true, but hte top positions will be held by the 4 hokages,3rd raikage,Itachi,2nd mizukage,Muu,4th raikage,onoki,Kisame,Kakshi,Oro,J-man,Pain,Hanzo etc.

No it does not. Naruto may have significant power scaling, but the winners of a fight are based on match-ups. For example; If someone is a proficient fire user who uses a lot of large scale chakra moves, then Kisame is basically there death match. He can stomp the fire moves with his large scale Suiton techs and can fuse with Samehada to absorb chakra.
