Water is weak against Earth because It would just soak right in the Earthen materials.
Water is strong against fire because fire cannot consume it. Water isn't flammable and as such is the ideal thing to counter fire. However, a strong eneough fire can evaporate water.
Water works well with most elements in combos because its bendable. produce scolding steam (fire), conduct and carry electricity (lightning) or augment the scale of an attack (wind).
