Euhm no. First of all, he's dead. Not one village wants a dead person as a leader.
Second of all: he would always been known as the one who killed his entire clan. Not a good foundation for leadership.
Third of all: Itachi is not suited as Hokage material. He likes to remain in the shadows and has no desire whatsoever to be Hokage. If he had stayed alive and they managed to convince the people of the truth, he would have been best suited as ANBU captain, his former occupation. But Hokage? No.
