If anyone has jiraiya's DNA it would be orochimaru, I believe he could definitely do something to bring him back. Seeing him brought back as an edo would be alright by me because he's my favorite character, plus I feel it wouldn't be as insulting as just bringing him back to life, he would still be in fact just a reanimation.

I want it to happen, but i don't think we'll be seeing him. ...But i can still hope

In relevance to the story, why not. Naruto would have the most emotional time of his life seeing Jiraiya revived so it should have an interesting effect.
