Never? I certainly think it's a far cry, but that kid mastered the Rasengan at a young age. That's quite a feat if you ask me.

Depends on the other element he can learn. He's a Sarutobi, so his main element is Katon. It's a one-in-four to have the other element be Raiton.

Considering he hasn't developed a single Raiton to his name, it's a long, rigorous process to create his first spark.

Kirin is Sasuke's personal original technique spawned by using Chidori as a template for significant construction efforts into a truly powerful technique... sorta like Naruto spawned the Rasen Shuriken from his dad's Rasengan as a template and core. He´d be extremely hard-pressed even making something similar to Sasuke's technique unless Sasuke himself were to choose to help him learn it, and the odds of that happening are really slim... Not to mention he´d need Raiton to pull it off.

His learning of the Rasengan at such a young age was impressive, but this is a bit different.
