Yah Obito and Tobi are the same person. However, I believe that the masked one was always one person and that's Obito. Some people think that Madara also wore the mask at some point when it was really Obito that invaded Konoha and fought Minato as well as the meeting with Itachi. I will soon release a theory on NB that I came up with in order to clear up the confusion about Obito being one person and explain about him taking part in doing different missions along with the manipulation of Yagura.
