Far worse? Sasuke after having killed his very first innocent victim should've been killed or imprisoned for life. If Orochimaru and Sasuke were supposed to be judged purely by law, they both should be dead by now.

But it looks like the things they did to save the world were enough to spare them and forvige their crimes.
