Believe it or not, we're all living in a time of great peace, the problem is one's peace is always another's hell. If there is another WW, everyone will die, nuclear destruction would rot the planet. The fear of this keeps everyone in line, and it is a fear that doesn't compromise our freedom, that is peace. Now those who oppose that peace are radicals, to them our or others way of life is so sickening they would rather die than see it continue without a hitch. Realistically do China or Russia like the U.S. or wish we were as powerful as we are? Of course not, but do think all the leaders of their country are crazy enough to start a nuclear war over it? The answer again is a gigantic NO, superpowers want to remain "super" and more importantly the leaders of these said countries want to stay alive in comfort.
Serious problems arise only when radicals( NK, majority of the ME, etc) decide to cause such issues, or at the very least escalate them. That's what peace is, a resounding fear of endless death while maintaining your freedoms. To equate it all back to Naruto, let's look at the peace they are striving to obtain. Will there be a consensus opinion regarding every matter between villages? No, there will always be problems but the civilized Shinobi World is done solving them by simply employing a cycle of killing and war. They have grown tired/fear of seeing loved one after loved die and have banded together to rid the world of an evil.
That evil is the ideals of Obito, Madara, and to a lesser extent Sasuke, they all want to crush the world down in some way to bow to their "peace". Freedom is taken away in their version of peace, which negates the notion all together. Sasuke wants powers(TB) that threaten peace to be destroyed, his thinking is much in line with Danzo's, but he also believes he needs to be the one to accomplish it. While this notion is the most sane of the three, it also is extremely flawed thinking . If you crush every single threat to your "peace" that pops up, all you are doing is trying to dominate the world and continuing the cycle of violence. Obito doesn't even want to exist, he want's to rob everyone of their most cherished gift, life itself. A real life where terrible things happen, but so do good, a world where mistakes and atrocities occur but so do miracles, in other words reality. It kills me to think of how much pain he must have experienced to want to live in the world he desires, but that pain has morphed him into a face of true evil. Madara simply seeks to have control of the world imo, his pain is not as great as Obito's, but his lust for Omnipotence is far greater.
Obito and Madara's way of thinking falls much in line with a Communist belief system, and there is a reason why the evils of Communism have been hunted for eradication so vehemently throughout history. It's simply you lose freedoms, even in Socialism you lose freedoms, that's why it is opposed so furiously by it's detractors. No matter how great a system sounds where everyone is equal, taken care of, and happy. It is impossible to achieve without destroying basic human rights, rights that while unequal or unfair to some are in fact fair because we're all different. As humans we're born with different minds, physical capabilities, of different race, creed, ***, religion, and orientation. Trying to crush down the right to pursue our different paths to become "equal", is trying to crush down our humanity itself. Capitalism has its flaws as no system is perfect, but it is the only system that can allow the birthright freedoms humans possess to remain. Socialists also believe their system is just, but no matter what in socialist societies you give up freedoms that you shouldn't have to. Enemies of Capitalism will point to the "Evil" it can produce, but that is the evil of reality and one that must be accepted if you wish to live in it. No system will ever be perfect, nor should anyone expect it to be, expecting perfection in anything pertaining to humans is a path to insanity. We are imperfect beings which makes our life's so real and beautiful, imperfection leads to individuality and individualism is what defines our existence.
Peace is important very important, but not as important as freedom, as you can see by the Shinobi Alliance's will to keep fighting. Hail to Freedom, those who pursue it, those who possess it, and mercy to the soul of those who desire to crush it.
