Naruto still lacks any political knowledge and allows his emotions to influence his decisions far too often.
He's definitely improved(talking about intelligence as a whole, strength is obvious), not sure he's up to the point he needs to be yet, though.
Kakashi is the likely choice, but he'd probably fail as a hokage for the same reasons Hiruzen did. He's far too peaceful of a man. One thing that will help Naruto when(if?) he does become hokage is Kurama. He won't allow Naruto to be walked over and will let him know when he feels Naruto is being a pushover.
