Tsunade survived that attack without chakra, with Byakugo activated she would survive without injures. The Raikage is durable, he tanked the Heavenly Transfer without injures. Gaara would protect himself with sand. Katsuyu would protect Mei and Onoki.
There is no evidence Tsunade was anywhere near the epicentre of the blast (you've been called on this before), and if she was she is no more durable than her bodyguards (who also survived). In reality she probably wasn't near it. I am sure she's survive (seriously injured), but they'd all be messed up (assuming they all survive), which gives Pain all the opening he needs to finish them off. Forget Katsuyu. Pain's attack is faster, it requires no seals. They don't have time to summon Katsuyu, and then have her shield them at the same time, before this happens.
