No. Only Konoha had an extra Kage because Kakashi wanted to step down because Naruto was ready

Tsunade, never originally wanted the position remember. And of course this made Kakashi into the next Hokage, and then other villages changed Kages.. and then konoha changed the Hokage, into the guy who was originally supposed to be Hokage, NARUTO UZUMAKI!
