I think the word "surpass" should never be used in relation to Itachi
It's a disgrace to whatever he had accomplished till now.
He doesn't need the shitty EMS, he's powerful already. He can counter former effortlessly in his MS state, former eye isn't necessary, it just makes Itachi look like an incomplete gem, who need's that "extra something" to fit into a certain "category". Like do you say "Can Muu surpass Sasuke if he implants EMS"? No you don't. Does latter look "weak" when you associate the word "surpass" and imagine him with a foreign eye in his socket? Yes he does, why? Because it isn't his power, anyone and everyone imagine's such a person as a "liability" if said person require certain power to "surpass" certain someone
The amount of hax he's been given is no joke, he doesn't revolve around childish term like "EMS" which give limited earthly amount of power rather, he's got access to the most powerful Genjutsu and the most powerful ocular power and the most power eye tools which make-up for his heavenly power, i.e, limitless and not temporary down to earth, in history of shinobi world. "Surpassing" shittyEMS wielding Madara isn't a thing, it never was, it's just a random rumor Madara fapboy spread, just to let him get an edge over Itachi, as latter has too much importance and attention from other characters for former to be even relevant to his face. This is one guy who's haxxed out, already, there's no further "improving" this guy, a perfect entity in bundle, telling he need's to surpass someone as lesser, down to earth, as Madara just ruin's the splendid image, portrayal granted him
