Rinnegan alone isn't gonna give him a cloak. That seems to strictly come from Kyuubi and the Juubi.

Naruto simply has a new chakra cloak

Sasuke's Tomoe Rinnegan might be able to affect his Susanno though =D

I would be honest and say I was disappointed that Sasuke didn't get a wardrobe change but regardless his eye transformation makes up for it. I hope for new abilities added to the conventional rinnegan techniques and the moon shaped thing on sasuke's palm gotta do something since Naruto's touch could revive..sasuke's will probably degrade or suck away life that sorta thing.

Indra supposedly inherited the Eyes, and Ashura inhereted the Body of the sage. So it makes sense for naruto to get a wardrobe update (On his body) and for Sasuke to get new eyes.
