If you notice the God behind Sasuke is holding almost like a weird looking spoon which is said to give the user command over lightning(Maybe God Susano Senjutsu Kirin)

I think so .. we've seen Naruto making rasengan with Kurama's cloak ... so can Sasuke make a jutsu with Susano'o..It wont affect too much versus Madara but it would be a nice detail to remember

either tengai shinsei is a jutsu using deva path or its madaras special jutsu . Sasuages rinnegan can also use all the sixth paths, so he maybe can use it but i dont think he will do that.
