Yes, evidently he was waiting for all the obstacles to be gone. The fact that he didn't show his Chibaku Tensei against Kaguya proves that. Those people saying that he knew that Chibaku Tensei would be uesless against Kaguya so he didn't use it are just haters because going by that logic, he would have known that Pefect Susanoo would be useless against Kaguya too as it was broken by one punch later.

Yeah, it's possible that he didn't use all of his techs so that Naruto won't be able to see them and Sasuke can use them against Naruto without Naruto having the Intel of the Jutsu. But then again, it's not a nice move to hold back against someone like Kaguya, so it could be either ways.
