No because that'd be in direct violation of what he learned at the end of Naruto.

If Sasuke had a root then it'd just be a slightly better Danzo and Sasuke would've achieved a lame version of his 'Revolution' plan. Not good for Sasuke fans or non-fans...just contradicting and weakening the moral Sasuke learns.

this is a really awesome idea. A new Uchiha hideout in the ruins of something else that hunted the Uchiha.

Because wanting to control things from the shadows and rule was the old 'Revolution' Sasuke and this would weaken Naruto's ending to have him slowly assume that role again. Sasuke is a character that doesn't need to be Kage anyway. He'd be cooler as the mutually understood leader who is just caring for his new clan.
