On second thought, Maybe he can. The Rikudou Sennin made the moon by using Chibaku Tensei, so maybe Madara could use that or could bring down an asteroid. Though we don't if Madara is on Rikudou's level yet (I personally think that Hagoromo is stronger than Madara).

i think some are misinterpreting the size of a continent. multi city busting? yes, but it's not even a state buster. continents are huge and even with the juubi missing the full chakra of the kyuubi and 8 tails that added chakra does not equal the rest of the continent. even if it uses all the energy it has at one time it still isn't. but given time could it lay waste to a continent? absolutely, but not in a single shot, sorry.
